FFRF Action Fund strongly condemns today’s House vote to approve the GOP reconciliation bill, which now heads to President Trump’s desk.

The legislation is a cornerstone of the Project 2025 playbook, advancing longstanding Christian nationalist goals to redirect public funds to private religious schools, punish reproductive health providers, and dismantle safeguards that uphold the separation of state and church.

The bill enacts a federal tax credit for donations to scholarships for private and religious schools. It also bars Medicaid reimbursements to any health provider that offers abortion care, effectively targeting Planned Parenthood and amounting to a national backdoor abortion ban. The GOP bill cuts off critical services such as primary care, STI testing, contraception, and cancer screenings at Planned Parenthood. It is expected to shutter one in four Planned Parenthood clinics.

“This legislation uses the federal budget as a tool to impose religious orthodoxy,” comments Annie Laurie Gaylor, FFRF Action Fund president. “It strips essential health care from patients, funnels public dollars into religious schools, and undermines the constitutional principle of separation between state and church.”

Gaylor expressed special appreciation to Rep. Jared Huffman and the Congressional Freethought Caucus for their leadership in speaking out against this dangerous bill. She also thanks the more than 5,000 FFRF Action Fund supporters who stood up to oppose it — including dozens who joined forces with Planned Parenthood Advocates of Wisconsin in our joint phone banks.

“We are deeply grateful for your commitment and resolve,” she adds. “It’s how we turn outrage into action.”

The FFRF Action Fund has worked in close partnership with Planned Parenthood Advocates of Wisconsin to oppose this bill through joint organizing and strategic electoral engagement. Earlier this year, that partnership helped elect Judge Susan Crawford to the Wisconsin Supreme Court, building on our successful 2023 endorsement of Justice Janet Protasiewicz. These victories were instrumental in the court’s ruling yesterday that struck down the state’s near-total abortion ban — demonstrating the power of sustained, coordinated secular advocacy.

Looking ahead, the FFRF Action Fund will be active in Pennsylvania’s 2025 judicial retention elections to protect courts that uphold evidence-based public policy and state/church separation. FFRF Action Fund is already preparing for the 2026 midterms, where it will continue working to defeat candidates and legislation rooted in the Project 2025 agenda.

The passage of this bill shows how aggressively the Trump administration is advancing the Christian nationalist agenda — and why it’s necessary to scale up efforts to meet it head-on in the courts, in Congress, in the states and at the ballot box.

FFRF Action Fund is a 501(c)(4) organization that develops and advocates for legislation, regulations and government programs to preserve the constitutional principle of separation between state and church. It also advocates for the rights and views of nonbelievers, endorses candidates for political office, and publicizes the views of elected officials concerning religious liberty issues.
